Moscow, April 16, 2019- On April 10-11, 2019, the 9th International Summit "Wealth Management and Private Banking: Russia and the CIS" was held in Moscow, organized by Adam Smith Conferences.

The conference brought together key players in the private banking industry: heads of private banks and family offices working with high net worth (HNWI) and ultra high net worth (UHNWI) clients in Russia, Switzerland, the UK and other jurisdictions, experts in taxation and legal issues.

The participants discussed the automatic exchange of information with other countries, the processes of deoffshorization and capital amnesty, changes in tax legislation, paid attention to citizenship programs, digitalization in the private banking industry and security issues in the digital space.

Traditionally, a separate block was devoted to the topic of "fathers and children" - the young generation of wealth holders and inheritance planning tools and the role of philanthropic projects in the life of a wealthy family.

Vice President - Head of the Department of Private Banking Business of Gazprombank Sergey Potapeyko took part in the discussion of private banking representatives of the largest Russian and Western banks. The bankers exchanged opinions, discussed the difference between the Western and Russian approaches to working with a client, process automation, the demand for consulting and concierge services, and the nuances of working with different generations of the client's family.

“In the modern world, where almost any new idea is instantly copied, and the product and lifestyle content in private banking of leading banks differ slightly, the quality of service and the emotional component come to the fore,” Sergey Potapeyko noted. - When a client, coming to the bank, communicates not only with a manager who cheerfully broadcasts rates and commissions, but meets an interesting, thinking interlocutor who understands the economy, navigates the news flow, knows what will be useful for this particular client, then something and those very positive emotions from working with the bank are formed. If the client is also promptly guided in regulatory changes, helped to conduct a high-quality real estate transaction, invited to the best cultural events, introduce his children to financial literacy in the format of a closed club, then positive emotions turn into a good habit. And the client remains in the bank seriously and for a long time. Therefore, in the private banking segment, it is so important to consistently invest in the development of human capital. In our business, technology can be bought and implemented fairly quickly, while finding a strong and experienced private banker is not easy at all.”

Private banking is a line of business or division of a bank that provides a range of banking and related services to wealthy clients. PB may include a wealth management service. Those who use the services of Private banking are usually classified as "VIP clients", and they have access to privileges that ordinary bank clients do not have. Sometimes another name for this banking area is used: Wealth management (management for wealthy clients).

To use the opportunities and status of Private banking, the client must invest in one of the banking offers or have a significant amount of money on the account. For different credit institutions, these amounts may differ significantly, as well as the set of financial and other opportunities provided by different banks to VIP customers.

Within this banking area, separate segments can stand out, for example, services for ultra-wealthy clients.

In many cases, private banking services are provided on a case-by-case basis and on a more personal basis than in the mass market retail banking sector; as a rule, through the manager-consultant assigned to the client, but not always and not for all services. Tariffs for banking services and the list of offered opportunities can also be set for clients on an individual basis, depending on the volume of their investments. Usually, the higher the status of the client (the larger his account), the wider the range of privileged services.

What is offered to wealthy clients

The term Private banking is most often used in a generalized sense, in addition to directly PB, which also includes such service pools as wealth management (WM), Investments (investment banking, IB), Family office (family office, FO).

In this broad sense, PB services are further subdivided into classical and international services.

Among the services themselves can be called (far from a complete list):

Investment advice
- Trust management
- Brokerage services
- Banking services (loans, deposits, safes..)
- Legal advice
- Selection of legal specialists
- Support of real estate transactions
- Custody service...
- Selection of medical institutions

Selection of educational institutions
- Organization of recreation
- Ordering and purchasing tickets for transport...

Art banking
- Advice on divorce proceedings
- Maintaining a calendar of congratulations and buying gifts
- Advice and assistance with residence permits in other countries...

Best in Russia

Just like a VIP client for a bank is a special one that requires an individual approach, for an investor a bank is an important element of financial well-being, and its choice is not always easy. The list of services provided and their directions can be very wide, and tariffs and rates are far from the same, as well as the quality of services. From time to time, reputable agencies and companies make ratings of the "most-most", but still it should be understood that "best PB" is a relative concept. But the client can choose the most suitable option for himself.

Private banking in Russia is a relatively young segment of the market, so it’s easy to become an “important” client - you just need to save up a couple of million rubles.

About Russian private banking - individual premium service for owners of large capital and their families - they started talking relatively recently. Currently, the market continues to grow dynamically - by about 15-20% per year.

“Such a service as private banking is practically not represented in Russia, since only a small number of banks are ready to offer their customers what Western financial institutions understand by this term - client wealth management,” says the chairman of the board of Metcombank. Pavel Loginov.

Indeed, in Russia the private banking segment is in its infancy, and this is not surprising: the domestic premium industry is less than 20 years old, while the history and standards of private banking service in foreign financial institutions are hundreds of years old.

Everything is not for everyone
Private banking implies full support of the client on all financial matters, including access to banking and investment products, consulting in various areas (for example, tax planning, law, insurance), development of an investment strategy, brokerage, trust management, etc. As a rule, private banking clients can also take advantage of extended insurance programs with large insurance coverage, rent bank safes at a significant discount, and exchange currency at a favorable rate. It is possible to invest in gold, silver, platinum by opening and maintaining depersonalized metal accounts (OMAs).

In addition to large-scale products and services, there are many pleasant things, including access to VIP lounges of airports around the world, the possibility of obtaining discounts from bank partners. A concierge service is widespread, which includes, as a standard, reservations in restaurants and hotels, booking air tickets and various travel support, car evacuation, and even housework - calling a carpenter, electrician, plumber, and many other services.

There are also rare or exclusive offers that banks use to lure wealthy customers. For example, Nomos-Bank offers collection services. Gazprombank - a free opportunity to use a banknote counter and a detector to determine their authenticity. Otkritie Bank insures purchases against damage, theft or loss - the "purchase protection" function is automatically "enabled" for a period of 90 days from the date making a purchase over $50. VTB24 provides clients with reviews of cultural and social events in Moscow and St. Petersburg, and helps with organizing tickets for events. Rosbank offers services for financial support of relations with domestic staff, in particular, the issuance of salary cards for servants and cards with a limit for paying household expenses and maintaining a car park. In Alfa-Bank, private-banking customers can open a card for children from seven years old.

There is safety in numbers
You don’t have to deal with all the intricacies of service alone - today private banking is unthinkable without a personal consultant. “First of all, these clients need personalized service. These are people who value their time and want to be served in the bank with special comfort,” explains the head of the Wealthy Clients Department of Absolut Bank. Lyubov Davydov.“A personal financial manager helps to solve both everyday issues and more complex tasks related to banking.”

As a rule, financial advisers are attached to a certain client during the entire time of his service at the bank. In some credit institutions, for example, in VTB24, not only the wealthy client himself, but also his family members are served under the private banking program. As a result, a personal manager becomes a "private family banker" and is ready to satisfy all requests as much as possible, and therefore is available to the client of most banks 24/7.

Issue price
Banks themselves set requirements for potential customers, compliance with which will allow them to join the “higher caste”. The main condition is the need to transfer certain capital under the management of a credit institution. We are talking not only about opening a deposit, but also, for example, about buying bank shares, placing funds in investment products of agent management companies, etc.

“We have different categories of VIP clients,” says the Head of Wealthy Client Service at Svyaz-Bank Evgeny Medvedev.- The first category is those who placed funds in deposits in the amount of more than 10 million rubles (for clients in Moscow and St. Petersburg), or more than 3 million rubles in the regions. The second category is clients whose loan balance exceeds 20 million rubles with a positive credit history. VIPs also include heads of large corporate clients of our bank.”

According to the existing rules of world private banking, each bank itself determines the amount of funds that a person must transfer to management in order to qualify for the status of a top-level client. “The lowest threshold in the European Union is in Romania – 75 thousand euros, in some countries it will take up to 1 million euros. Our requirements are more modest - 50 thousand dollars, - says an analyst at the Finam investment holding Anton Soroko.“This is not surprising, since this segment in Russia is still underdeveloped and banks, in pursuit of customers, are ready to make concessions to them.”

In Russian banks, the minimum amount varies greatly, while the amount of funds for Moscow and the regions is often set at different levels.

You can get personal banking services at Absolut Bank by transferring 1.5 million rubles for management. In the Moscow Credit Bank - by opening a deposit in the amount of more than 5 million rubles. Clients must invest 8 million rubles in the Moscow Bank of Sberbank; residents of other regions of the bank's presence - 4 million rubles. Capital clients of Promsvyazbank transfer 15 million rubles for management, regional clients - 10 million rubles. Gazprombank and VTB 24 set the minimum threshold at 15 million rubles, and Uralsib at $1 million.

The other side of the issue is the annual service fee. In some banks, for example, in VTB24, it is fixed and amounts to 75 thousand rubles per year. In a number of banks, payments are charged monthly, depending on the balance of funds on the client's current account. For example, in Promsvyazbank in the basic package with an account balance of 20-70 million rubles, the commission is 35 thousand rubles per month, and if the current account exceeds 70 million rubles, it drops to 15 thousand rubles per month. Members of Alfa-Bank's privileged A-Club pay 10,000 rubles a month with an account balance of less than $100,000 and 6,500 rubles a month with $100,000-250,000 deposited. If the account balance exceeds $250,000, the service is free. In Gazprombank, with a balance of 15 million rubles or more, there is no commission. Renaissance Credit does not charge a service fee. “It all depends on the category of the VIP client,” explains Lyubov Davydova. “For example, if you have a large deposit in a bank, VIP service is provided at a discount or even free of charge.”

flagship product
Lending and placement of funds in deposits is provided to VIP clients on more favorable terms.

As a rule, deposit rates are 2-3 percentage points higher, but the deposit amount cannot be less than several million rubles. Interest rates on loans, on the contrary, are lower than those in the bank, and the size of the loan itself is larger. According to the head of the department for organizing work with wealthy clients, Renaissance Credit Elena Conversational,“It is important for banks to have a competitive flagship product; these can be high-yield deposits with a wide range of additional options.”

In addition, products for premium customers are very diverse. “We launch three or more new products per year for this segment of customers,” informs Lyubov Davydova. Among the latest “novelties” is a life insurance savings program with the possibility of investing in the Brent Oil index.

Light option
Some Russian banks and their clients still include in the concept of private banking almost any service provided by a personal manager. However, traditional private banking and its "light" version - VIP service in practice are very different.

VIP service is, first of all, service and sometimes special rates. Compared to private banking, this type of service involves a more modest set of options. As a rule, banks offer VIP clients standard products from the retail line, but slightly adapted to such an audience, as well as the services of a personal manager. More often, “banks provide only VIP services, adapting the already existing set of products and services for wealthy clients,” emphasizes Pavel Loginov.

There are also more democratic conditions for joining such programs. “The category of private banking, as a rule, includes clients with a capital of $3-5 million, while VIP clients are those who open deposits starting from $100,000,” explains Elena Razgovorova. — Of course, the entry threshold for both categories is set by each bank individually. Accordingly, in different banks the same client may belong to different categories. This will depend on the amount of allocated funds, as well as the range of products offered by the financial institution.”

From form to content
In Russia, in everything related to banking services, including in the private banking segment, the form sometimes prevails over the content.

We have a certain idea of a wealthy person: it is believed that the client needs to be struck by the external entourage, says the director of work with VIP clients at IC Veles Capital Yuri Pavlov.“A chic office, usually a mansion in the center of Moscow, artsy furniture, paintings in heavy frames, or vice versa - underlined high-tech, smiling staff - all this is considered an integral part of Russian private banking. However, unfortunately, inappropriate content is often hidden behind a beautiful wrapper,” the expert states. According to him, Russian companies do not always manage to offer a really good service to a client. “Often the multi-stage decision-making system interferes, but more often the Russian “maybe”. Sometimes, while trying to make a great front service, they forget about the middle and back office, which are completely divorced from understanding the needs of customers. And all these “little things” affect the perception of the Russian private banking industry,” Yuri Pavlov comments on the situation.

Another no less serious problem is the long-term desire of wealthy people to invest capital outside of Russia. “In the old fashioned way, many wealthy people continue to keep their funds in foreign banks, although they often do not win at all financially,” says Anton Soroko.

However, despite all the disadvantages, the prospects for the development of the industry in Russia are very bright. Experts agree that in the near future the number of wealthy people in our country will increase, which means that the demand for banking services will continue to grow. In addition, the situation with Cyprus, the attack on Swiss banking secrecy, the joint efforts of governments of different countries to control the income of their citizens, and increased control over foreign exchange transactions increase the risks of storing capital abroad.

“Will Russian banks be able to take advantage of this situation in order to increase their own client base - this is the main question on which the prospects for private banking in Russia depend,” Yuri Pavlov reflects. “No matter how banal the idea is, Russian banks need to improve the service in its applied, utilitarian sense.”
